• Pioneer Dean: Led establishment of the School, developing mission, vision, service charter and academic policies.

Infrastructure & Project Delivery:

• Led implementation and technical oversight of capital projects, including: 3-million-litre water dam (Main Campus), KeRRA 22 km access road to SEKU, Kwa Vonza Administration Block & Central Stores, Sand Dams (with Kitui County Government), and SEKU Satellite Campuses: Wote & Kitui.

Technical Compliance & Performance:

• Chaired Road Safety Mainstreaming Programme with NTSA; led SEKU to a national composite score of 100% rating.
• Headed implementation of National and Corporate Performance Contracting targets for the School.
• Spearheaded successful TVET Centre accreditation by TVETA.

• Served as the Accounting Officer and Head of the Secretariat, responsible for day-to-day management aligned with the IEK Constitution and Council decisions.

• Headed the County Ministry overseeing Land, Roads, Housing, Public Works and Urban Governance in line with Article 183 and the Fourth Schedule of the Constitution of Kenya, 2010.
• Formulated policies, presented Bills and Cabinet Memos and led strategic planning, budgeting and infrastructure development.
• Spearheaded cross-sector coordination with national agencies (e.g., KRB, NCA, REREC) and donor programmes including KISIP, World Vision (WASH), and Kenya Municipal Programme (KMP).

Key Infrastructure Achievements:

• Delivered over 1,400 km of roads, 43 drifts, 5 box culverts, 3 bridges, and 8.5 km of concrete slab roads in mountainous terrain.
• Supervised 80 km of urban street lighting and installation of 200 solar floodlights in all 40 wards.
• Delivered urban tarmacking projects in Kitui and Mwingi CBDs; initiated countywide rural electrification partnership with REREC.

Governance, Compliance & Stakeholder Engagement:

• Represented the Ministry before National Senate, County Assembly and intergovernmental forums.
• Participated in legislative reviews (e.g., Roads Bill 2015, Urban Areas & Cities Regulations, Physical and Land Use Planning Act, Community Lands Bill).
• Oversaw professional teams (engineers, architects, quantity surveyors, planners, surveyors) and led performance contracting and HR appraisals.
• Ensured compliance with PPADA, PFMA, NEMA, NCA, and OSHA regulations throughout project lifecycles.
• Applied Alternative Dispute Resolution (ADR) mechanisms to manage infrastructure contract disputes between consultants, contractors and the county.

• Led end-to-end project execution—design reviews, costing, field surveys, and supervision for building and civil infrastructure across humanitarian, donor-funded and public sector contexts.
• Delivered works under FIDIC contractual frameworks, ensuring compliance, quality and timely delivery across complex sites.

Major Projects Delivered:

• UN-WFP - Kakuma Refugee Camp (Turkana): Supervised road infrastructure and food distribution facility with solar-integrated steel structures (180mx100m); managed teams, reporting and stakeholder coordination.
• Technology Development Centre (Nairobi): Oversaw structural, utilities and finishing works for what is now NITA's national industrial training complex.
• Kenol Kobil Fuel Depots (Multiple Sites): Managed civil works for fuel storage, drainage and forecourt systems.
• UNDP Mathari Educational Complex (Nairobi): Directed architectural and structural implementation of education infrastructure.
• Ngong Estate Civil Works: Supervised drainage, water, sewerage and external works for residential development.

• Led multidisciplinary teams on high-value infrastructure, civil & building projects across industrial, public and commercial sectors.
• Oversaw complete project life cycles—from design review and costing to execution, commissioning and client handover—while ensuring compliance with safety, environmental and statutory standards.

• Government & Institutional Buildings: Malindi Law Courts (End-to-end delivery); KPA Housing Projects (Rehabilitation and waterproofing of official residences and flats); Mivumoni Youth Polytechnic (Turnkey delivery of classrooms and workshop blocks).
• Health Facilities: Aga Khan Hospital (Mombasa) - Refurbishment of CT-scan unit, theatre, finance block and community health under strict HSE protocols.
• Industrial & Oil Sector: Pwani Oil Products (Jomvu) oil plant civil upgrades and mechanical works; Kensalt, Emke Garments, Kenya Road Transporters structural rehab and external works.
